i have a singer model 4562 sewing machine i fill the bobbin but it will not turn when i try to use it so i am not sure if the bobbin is in wrong i cant figure out what i am doing wrong

When the bobbin is in the machine ready to sew and you turn the balance wheel to pick up the thread, is the thread not being picked up to form a stitch ?
