How can I solve the overflow leak and the wet brickwork?

Hi helpers!
The overflow pipe from my bathroom toilet looks like it is leaking, although the water seems to be oozing through the brickwork on the exterior rather than flowing through the pipe. Every morning all the bricks below the pipe are wet. The back door is directly below the overflow and clean(?) water drips from the architrave for about an hour. It never happens at any other time of day! Any suggestions please?

lift the toilet cistern lid and see where the WATER LEVEL is needs to be a good inch BELOW the OVERFLOW OUTLET.
renew the WASHER in the ball valve assembly then you may need to LOWER the ball as to much water is getting in the cistern finally check or replace the overflow pipe they don't last forever including LEAD ONES.
