Kenmore 1325 Tension?

The upper tensioner on my second-hand Kenmore 1325 has no tension. The disks are not pressed together. Something may be missing and the instructions don't have any parts or assembly diagrams. Can anyone help?

When the presser foot is down and the tension is set about 5 the discs should be tight together, if they are loose then there may be a cone spring missing, someone may have taken the tension apart sometime and not put it back, or the spring may be there but the small washer may be missing that the centre pin rests on.
