I have a dual flush Reba Ware toilet?

I have a dual flush Reba Ware toilet, with a black rectangle bowl inside. The full flush button is connected to a black flat flap within the water and this at the moment is not connected to anything in the cistern except the button mechanism, it is just flapping in the water, catches and water continues to run in the toilet bowl. Is this broken off something or should it be connected to something.

I also have the same problem, but sorry no answer.
I believe the black flap is supposed to the connected via a hinge (which is broken). The flap also has a small weight attached which I guess makes the flap return to the closed position.
With the flap not closing correctly the 1/2 flush gives a full flush every time.

After moving into our new house i've discovered I have two of these toilets and have the same problem on both. On one I found the flap unattached on the inside of the black box, on the other I found it attached on the outside of the box. It looks like it was once attached by a plastic hinge at the bottom. I'd like to know it if can repaired.
