Are you following the correct proceedure for pilot ignition i.e. have you got gas coming out of the pilot? If not re-read the boiler start up proceedure.
If you have gas at the pilot it is likely that the pilot jet is blocked or obstructed by debris.
It is highly unlikely to be a faulty gas valve for this symptom.
