Problem with PVC window?

Widow was opening and closing, a bit stiff. Closed window tight, next time i went to open it the handle required some pressure, it moved to the open position the window remains closed. I think the mechanism has jammed or over time the back set has worn. Is there a solution? The house is 12 years old, I do not know the make of the windows. The locking system from memory appears to be a sliding bolt system.

Have tilt and open type window fitted in bedroom. The mechanism was jammed so I released the jam then noticed the window opened but tilted inwards at the same time. When operating the handle, the sliding mechanisms on the top edge were not engaging. It appears the little slotted keep furthest from the hinge side was not depressing the adjacent plate. When I pressed this plate manually, the mechanism engaged. There is no adjustment on this small slotted plate and it appears it it slightly bent upwards. It is retained on a pin so that it only moves laterally. Is there a procedure to get the mechanism to permanently engage?
