replacing downlights with a central rose fitting?

We want to replace our 4 downlights with a central rose fitting in the future. We are planning on laying a floor in the room upstairs, so access from above will not be possible at a later date. Would it be possible to have the wiring done now, with a rose fitting, but not connected,, which could be used when we are ready to buy a fitting, therefore not needing access from above or having to do any major work.

As long as the main downlight ...the one with either the switch wire/feed/feeds is accessible from the new position there should be no problem, however if not then you may have a problem as all junction boxes should be accessible.

replace the junction box supplying the lights with a ceiling rose.
