Picture sync shift in RGB is quite normal. Some games will have shift compensation in their set-up menus.
Some TV's have a user accessable adjustment within their menus to compensate for the shift.
Otherwise, the adjustment may be hidden in the 'service engineers' menu. That's protected from access by users.

RGB will usually give the best picture for gaming, but using S-Video or an RF Modulator Adaptor instead, may solve the shift problem.
