dripping toilet ?

my toilet cistern keeps making a dripping noise thru the night - its ok during the day time but I suppose it is happening when the cistern is full - not sure if it is actually dripping and wasting water??? or maybe there is just an air bubble causing the noise?? I know nothing about these things - I had paid a plumbing company to come and mend it along with a few other small jobs and got really ripped off by them (and the dripping problem unresolved!!) so I am reluctant to go to another plumber - maybe I can fix it myself???
The toilet cistern is about 9 year old I think - plastic and has a split flush one for a full flush and one for a half flush - please can you help me???

there is water on the floor under the tap but it is not coming from the tap it is dripping from under the toilet and dripping down the steel hose and dripping onto the ground.

their is another thing that you can do , if it will not stop dripping , after you have ajusted it , see if you can get a long plastic tube ,like the one that kids soft drink comes , you know the one that make frozen pops with, long plastic tube , 6inch, long", cut the two ends off , fit it over were the water out of the ballcock are and ,tie it to it, like a garden hose, let the water run down through it , that way you will never hear the cistern filling , or dripping,some cisterns are made like this for silent filling ,

if you take the lit off the cistren, if you push down the two flush buttons, and hold them down , now turn the outer silver ring that the fush buttons are in , anticlockwise, it will screw upwards, its this ring that holds the lid on, , take off the lit , and flush it , the ballcock arm will go down , and it will start to fill , follow the arm back from the ball. up to were the water comes out, can you see the ajuster nut its should be made of plastic, now if you turn it anticlock wise, this should turn it off all the way .

It is dripping into the cistern - well I am assuming it is dripping it might be an air bubble causing a noise? It has been doing it for a month now so the problem is not going away. Most grateful for any advice.....if it is the adjuster nut then is it something a novice like me can fix or is it best that a professional does it?

when you say dripping , ,is it dripping into the bowl or into the cistren? if the ballcock arm inside of the cistren ,is not adjusted right it will keep filling ,even if its only drops into the cistern , is this the dripping your talking about?or is it running into the bowl,by the way they come from the same problem , adjuster nut "
