can advent model 7109 run without the battery?

can advent model 7109 run without the battery and just through the mains. I have been told yes and no by two different sources. My laptop has no power through either at the moment and i am trying to diagnose the problem.

Yes it can run without battery!

The fuse on your plug might have blown.

With an ELECTRICAL DETECTOR you can test to see, whether electricity is going to the machine or not.
