The best ones to get are hauppagge but theyre expensive a lot of the cheaper ones dont work too well.
The best ones instantly decode it to your hard drive otherwise youd end up with mega huge files>
A good one i use to have is haupagge pvr was it 350 or something did the job brilliantly but cost me about £120.

To record from the TV to your harddrive you will need to buy and install a TV Tuner card for your Computer your best bet is to get a
digital tv card.
To output the computer display to a TV requires a graphics able to connect to a TV. they normally have a S-Video connector and come withy the cables to connect it tho you may have to buy a scart adaptor.
