toilet that doesn't clear?

What causes a toilet not to clear waste with a single flush? Is it the design of the pan or the cistern?

once you have reached this stage you need a new inerds to your toilet flush system. if you notice you will have plenty of water flushing but the fact is you do not have the pressure that is needed in one flush. its hard to imaging but that is it trust me.

Usually not enough water to flush.
I assume their is adjustment for highering the water level as there is on both of my cisterns. I will be at the water inlet end of the float arm undo the lock nut on the bar that pushes against the shut of valve Turn the bar away from the valve plunger about 3 turns see how far it fills. Turn it back if it fills to far reaching the overflow. if ok tighten lock nut.....Do a number 2 then see if it flushes it away.

Who cares?? It doesn't flush. Thanks to the 1.6 gallon water saving flush (or lack thereof). Solution? Dunno, looking. Worst case, new, flushable toilet. Costs from $200. After days, weeks, months, years of no flush--we'll pay ANYTHING to have a toilet that works, and there are toilets that flush.
