About 16 months old, will not power up just "HELLO" continuously scrolls across the display, tray will not open but there is definately no disc inside.

Time for the scrap heap??

Yep, it's toast. Something probably wrong with the firmware. And LG doesn't release firmware upgrades ever cause their players are easily hacked.
