My Samsung RS2DCNS has stopped dispensing water and the fan is making a really loud noise all the time. When i open the fridge door the noise stops?

The water line is most likely frozen where the water is cooled inside the fridge compartment, behind the salad boxes at the bottom. Turn it off and defrost.

The loud noise may be coming from the air circulation fan inside the fridge compartment. A thorough defrost should help this too as it's probably ice fouling the fan.

my fridge is making a loud noise and has stopped dispensing water
when I open the door to the fridge the noise stops but the water still will not flow.
