dyson dc07 animal?

Our dyson sucks up through the nozzle and not through the base part. Both the belts are intact and fine. What could be the problem (could it be the clutch. it is a dyson dc07 animal.

Make sure the handle is not upright. There's a changeover valve at the bottom of the handle on the right as you hold the vacuum for use. This switches the flow to the hose when the habndle is upright and back to the rotating bristles when the handle is down off the parked position.
