how to fix my grandfather clock ?

outer two weights do not move downward. Is there something wrong with chain?

The list of what the problem could be is as long as my arm but here a a few common ones, is the clock in beat? gently move the pendelum to the left and lisen for the tick, lets say it moves 50mm, then move right and lisen hopefully it should be the same, if not its not in beat. these old clocks have very heavy weights and over time they cause the steel axles in the bress plate to cut slots in the end plates causeing the wheeles in the move to move out of alinement. if this has happened then new holes need to be drilled and brass bushes inserted also a good clean and top quility clock oil is always a good idea. you can read about putting a clock in bet from the net from people who can explane it better than me sorry. but for the rest you need a watchmaker and not some backyarder.
