does the water level cover the heater element?

I have a Hygena apl8214 which is not cleaning dishes etc. properly on looking at the water level it doesn`t appear to be covering the heater element inside the cabinet can anyone tell me if this element is for drying the dishes or heating the water for washing them?

Hi Ralph, the water does not cover the element as the spray arms rotate and that sprays the water over the element.If the machine is going through a cycle,then it will be heating and possibly the spray arms are blocked or split so not rotating. All the best.
