Ideal Standard wash-down WC. Siphon will not seal after flush?

Systen flushes reliably but after the main flow has been delivered a constant small flow of water runs into the bowl and the systen never fills.
"Jigling" the flushing button on the top of the systen can stops the small flow, allowing the systen to fill.
I don't know the model number but it is one of the cheapest available. New three years ago.

The problem is the wire between the syphon and the push,its frayed inside plastic tube.replace and it will work properly

You will find that if you push one of the buttons down and lever the other up with a screw driver, it will pop out of the housing. You then pop the other out by pushing it up and this will reveal a plastic screw head. Undo the screw and lift up the cistern lid complete once the scerw is unscrewed. Thus revealing your cistern workings. You'll find that the leaking is due to the diaphram in the cistern needing replacement.
