Tried a new heating element - still no joy. Could it be a relay/switch?

i used a 240volt bulb with two pieces of wire bared ends of wire tucked and taped wires into heater cable connections ,run the machine and found the bulb did not light up.then went to main smallish circuit board in desperation and found the connections [spade type was very badly burnt away
