Hot water is working, why does no cold water come out of taps?

We have a dimplex unvented water cylinder powered by electricity in a new build flat. The hot water works fine but we get no cold water out of any of the taps in the flat. How do we get the cold water to work? is there a valve that needs opening?

TRY LOOKING IN CUPBOARDS FOR A VALVE; I.E SINK CUPBOARD OR AIRING CUPBOARD. DONT ASK A PLUMBER; MOST ARE A BIT THICK AND WILL CHARGE YOU A FORTUNE FOR ADVICE OR WORK WHICH IF WE ARE HONEST YOU COULD TRAIN A CHIMP TO DO REALY
