Trouble with my 1999 VW Passat?

If the security system shuts down and you can't start the car will you be able the jump start the car.

If the fault is simply a flat battery then it should jump start with decent jump leads. If the engine is turning over OK but not starting then the fault lies elsewhere and jump leads will make no difference. You will need an auto electrician to find and repair/bypass the immobiliser.
