Nine times out of ten it is the exhaust regulator valve.(situated at the top left rear of the engine- it has one black lead coming out the top at right angles) You need a 'star' shaped driver to undo the two bolts holding it on. A blanking plate is only £4 from Vauxhall dealers.( take off the unit and just bolt on the plate) You may use a very small amount of extra fuel but its worth it!

Had the same problem with our Astra 98 1.6 8v. We were told to clean the Throttle body with carb cleaner but it did no difference. We refused to take it to vauxhall and get ripped off. Anyway after doing some research on the net we found out it could be the EGR valve that could be the problem so we took the advice of the nice fella with this info and made a blanking plate out of a drinks can(i used a can of coke) removed the EGR valve (easy) and fitted the blanking plate and put the EGR back on. I then took it for a spin and noticed the difference straight away!! So then went to get a new one from partco £45ish fitted it and its been fine since!! What happens is the EGR valve get's clogged up and sticks open so the car runs like crap. Hope this helps!!!

03 astras dont have jets.sounds like a coil pack gone faulty

try spraying a carb cleaner into the car when the engine is running, could be a bit of dirt in the jets.
