ryobi petrol whipper snipper runs only on choke ?

You need to adjust the carburettor- the adjustment needles are made from oddly shaped coloured plastic and can be found beside the throttle cable just below where it attaches to the throttle. Turn the needle furthest from the throttle cable (on mine this is the red one) 1/16 turn counterclockwise. You could also try increasing idle speed. The idle speed screw is next to the throttle- it runs parallel to the shaft of the machine. Turn it clockwise to increase idle speed.
