Toilet wont flush. (Not blocked and linkage not broken)?

Bathroom toilet will not flush. Linkage is not broken but when the handle is operated, there is no resistance and it moves very easily. Like the flush chamber is not filling. Could this be a seal and is it easy to get access to repair it?

Flush chamber diaphragm is probably split.
You can buy replacement diaphragms or replace the complete flush chamber.
Usually you have to empty the cistern and remove the large nut at the bottom to take it out but some have diaphragms that you can replace without removing the chamber.
