How do I get keys for double glazing window without having a sample?

A tenant just left my 2 bedroom lat with no keys for the windowws and I am unable to get satisfaction from the installer I have removed one lock and the number on it is Vitawin HB 207

go and buy new handles it will be easier they are cheap all you need is the spindle length any handle will fit if the spindle length is the same. (on casement windows)
