I can't login to any FTP servers. What is wrong?

Why can't I login to any FTP servers? I am using Windows XP and have tried using both FTP Clients and Internet Explorer. Neither manages to connect.

If you are using Windows XP's built in Firewall turn this off. I use Zone Alarm as my Firewall. If I have the XP Firewall on I can't FTP. If I turn it off, all works perfectly.
