creda storage heater takes hours to heat up?

My Creda 79151c takes about 8 hours to heat up when turned on.
The 79168 in other room is ok but I don't think I'm using it as storage - just turning it on as normal heater.
Truth is, I don't know how to work it and don't have the manual so don't know if its defective or if I'm just doing something stupid.

Anybody out there who can give advice?

Mine is connected to an Economy 7 circuit. It warms up overnight when the power is supplied for 7 hours. The power supply is connected to a timer which is only adjustable by the power company.
