radiator fan inop renault clio 1.2 1999?

radiator fan on 1999 1.2 renault clio not working, fan ok, temp switch ok, relay ok, wiring to ecu ok, may be ecu fault as this controls fan. has any one any other ideas on this fault as dont want to run fan all the time
