fixing flush syphon unit?

I have a flush unit that I have to keep pumping the handle like mad to make it flush, there is no makers i.D. but on the top of the syphon it's marked metro 3 part unit, the filler valve is not part of the flushing side, my problem is that the water tank seem's to be joined to the pan with a china bridge bit and no way to get to the bottom of the water container, has any one met this unit and how do I repair it.

the water tank is fasened 2 the pot from underneath.by 2 wing nuts you will have 2 disconnect water surply and unscrew cistern from wall then lift off pot.you will need 2 buy a( mac-dee 1 and a half inch syphon + a w/c close coupled kit) this will have new wing nuts/plate+new rubber seal, rebuild as you have taken it apart,take care when reconnecting the water surply as the ball tap is plastic it may cross thread.best of luck .
