Before you fit any new taps they should be taken apart and then put back together again.

The reason behind that is this. all the tap parts have been put together by someone using power tools.

So when it comes to changing a faulty washer or ceramic fitting the tap comes apart without totally disrupting the original instalment. Its amazing how many newly trained plumbers forget this task. I have followed these plumbers and have at times had to take out the whole tap / Taps and service them in a vice in my workshop. Once done never done again !!! Please remember this little point but very important one !!

The problem you describe is also a common one the tap needs to be taken apart and looked at closely. I think you have lost the retaining clip that locks the washer end on to the screw mechanism so when you try to open or close the tap the inner workings are not moving..
