How would you check the thermostat?

If you have checked the fuse and the element, I assume with a meter or circuit checker, only thing left is the thermostat, Is it switching. Which fuse? have you checked the mains, are you on what was know as economy seven. usually a fuse at connection box, next to heater, but also fused at meter
