fitiing second hand appliances is always a gamble anyway but should only be done if the gas engineer fitting it can guarantee its working as per manufacturers instructions and is safe.
the boiler is designed for 20mbar pressure, it does not matter what the output will be at a reduced rate or whatever, it needs to have 20mbar or would be a at risk appliance due to undersized pipework.
