How do i fix a cold start problem on my 1999 Renault Laguna dti sport?

I have a cold start problem, in the mornings or after a period of time when the weather is cold i have difficulty in starting the vehicle. I have to turn the ignition on and off 4 or 5 on the glow plug light, then it generally starts. the colder the weather the harder to start, summer no trouble at all. i have changed the glowplugs to no avail, has anybody got any ideas.

you need to get new heater plugs because they heat the diesel up in the winter make it start half a turn they are only about five pounds a plug.u need four plugs . if u dont get new ones u will need to turn in over and over again till it starts . with new plugs u only need th ingnition on once .
