Why does my hot water not work?

I have a Worcester 28 Combi Boiler. The problem I am having is that it will only supply hot water to the taps when the heating is on. If the heating is off then I have no hot water. Any ideas as to the cause and how to fix it if possible.

It`s either the divertor valve stuck or the water section diapragm is perished.You need a Corgi engineer.
