probable too late but is the arm in the right position and pulling the flush arm up high enough to cause the flush. Some have put the arm too far down so the flush plunger is not being pulled up high enough to draw water up to cause the syphone action. Test how far up it comes before you get a good flush by pulling on the hooked wire/arm on top of the plunger.
