How can I fix a Lazyboy footrest jammed up problem ?

My recliner chair footrest is stuck midway in the upright position. I can not get the lever to get the footrest to complete its upward movement and I can not get the lever to move it down either. How can I fix this?

You probably have a mechanism rivet broken which has the footrest jammed, which is a very common problem.
