Help I have an error message I don't know how to overcome!?

The following error message appears when I amtrying to install the the software for a Hewlett Packard Deskjet F2280 all-in-one printer:-
The windows installer service could not be accessed. This can occur if you are running windows in safe mode or if the windows installer is not correctly installed. Contact your support personal for assistance.
Can anyone help me to correct this?

WIndows installer redist package - aout 2/3 of the way down the page. Click download, save to your desktop and double click the file when it's completed.
