loud vibration from tank every time turn off cold tap ?

Can anyone help, every time we turn off a cold tap anywhere in the house , there is a very loud vibration coming from the water tank in the loft which lasts around 5 to 60 seconds, it also happens when the toilet is flushed. is this serious and is it covered by my heating insurance breakdown.? Can anyone make suggestion as its driving me nuts.

the fault is the ball valves fit new or fit washers

I think it is to do with high water pressure and possibly loose pipework. When you turn off a tap (particularly if you turn it off quickly) it creates a pressure wave back up the pipework. You could try turning the main stopcock to the house off and then just back on a quarter to a half turn. This may reduce the pressure enough to at least reduce the symptoms. If you can check out the pipes that are vibrating you may be able to support/secure them at more regular intervals - that will probably help as well.
