Typical from a "rip-you-off" cowboy heating engineer - guessing it's the divertor valve and suggesting you change the boiler - completely un-argued diagnosis with an outrageously expensive solution that has nothing whatsoever to do with the first guess.

probably the diverter valve but i would replace the boiler
