Dual Flush Running Water Problem?

Hi, I have a dual flush toilet that does not stop leaking when you flush it. What I mean by that is, the tank empties into the toilet but then the mechanism that raises up to release the water in the middle of the system (a big red cylinder type shape in my case) does not go down again to seal the tank when it has emptied.

If I lift the lid and push this red thing down the toilet operates fine - fills to the top of this red thing and stops, ready for next flush.

As you can imagine though, I do not want to lift the lid and push it down forever more.

Can anyone tell me what they think may be wrong and what I need to do about it? Is it something I would be able to fix myself? I am not a plumber but not stupid either - just a single mum that cant really afford to pay a plumber if she can help it.

Any help or advice would be greatly appreciated.

Before you added the second part - this sounded exactly like the problem I have. From experience I know it's the rubber seal at the bottom of the cistern which isn't sealing the hole - hence water leaks out - hence comes into the cistern to fill up to the amount required to turn the cistern off. If your problem is at the top, this answer may not help. - Something to consider though.
How to get a replacement part is another problem - that's mine - no-one seems to sell cistern rubber seals, most prefer to sell you a new unit instead. You can get them though.

Further to my previous post, I have realised its not the big red thing going up and down thats causing the problem - but the little wire at the top which is connected to the button you press to flush that doesnt return to the pre press position - which then releases the red thing to seal the tank again.

Is this something you can adjust does anyone know ? I have tried straightening it etc but to no avail.
