take the door off the wiring loom at the bottom of the inner door will have a broken wire init

Bad heating element, bad thermostat, bad wiring, problem with timer or control module. Take your pick it could be anyone of a number of reasons. If you don't have the test equipment you could chase around in circles. Call in a service company.
