How do i fix a domestic radiator?

One of my radiators is barely warm at the top and cold at the bottom. I have tried bleeding it but there is no air in it. They have a normal valve with no thermostat on. The mini bore pipes leading to it are hot but there is no heat at the bottom of the radiator beyond the valve.

I'm not getting much help here so I am now assuming that there must be a blockage near one of the valves so I now need to know how to remove the radiator without causing a flood?

Regarding your question A1 I have tried it with both valves fully open and even tried it with the right shut and the left open and vice versa.
