When your system is cold it should be at 1 bar or maybe 1.5 , and when the heating is on it will rise to maybe 2.5 .If your system is on 3 bar when cold it's way over and why, has sombody added more water to your system an put in to much or is your filling loop on your system letting by over filling the system if so check it out. Look for a drain cock on the pipework near one of your Rads and pop a hose pipe on it and open it ot remove some of that pressure all the best
