cieling lights not coming on straight away?

the kitchen lights come up slowly as if they are fading in . this problem has been going on for a while and appears to be getting worse. they take more time to come on every morning. As if they have to warm up?

Are they low voltage halogen lamps?
If so and it really is a problem, replace them for mains voltage lamps (you'll have to replace the whole fitting).
