Weak aerial signals do not result in loss of colour, one gets pixelation.
As has been said, check the SCART cable.

try a different scart lead in it , the gold plated one are good , this might be the problem ,, or it could be the signal is weak , check the cable connection ,at the back of the tv , make sure it is tight on the cable. mick
