I can recommend a good, free RAM freeing program for Windows XP:
FreeRAM XPpro you can download it from: http://www.yourwaresolutions.com
I've used it for years on numerous computers and it is always trouble free and is a small program.

You need to be specific. Is it hard drive memory or RAM? In any event, running low on RAM can be anything from running high memory programs. IE has a huge memory leak and can cause this prob when numerous instances are opened. Right-click the task bar and select "Task Manager". Click on Processes and look for the programs with the highest numbers of memory use. You can stop the processes if it's a program you recognise that you don't need.
I can't really say much more as you are not specific. Have a look at the task manager and come back with more info. If it's hard drive memory, you need to delete stuff or get a larger drive. Simple!

Often due to 'bad' software.

This can be bad legitimate software, but usually due to some malware/virus.

Make sure your antivirus is up to date and run a full scan, and make sure you have a good malware (adware/spyware) scanner like malwareBytes Anti-Spyware available free at http://www.malwarebytes.org/mbam.php

If no infections, it may be that you have very many legitimate startup items that are not necessary. Disable any startup items that are not necessary see http://www.capitaltechmd.com/index.php?option=com_agora&task=viewtopic&id=93
