downstairs toilet says full for ages after flushing?

Downstairs toilet remains full for ages after flushing. Eventually drains away. How do we fix it?

first go out side lift and check the man hole that serves your property for a blockage/backup (YOU WILL TELL NO SOONER YOU LIFT THE COVER)DRAIN RODS WILL DEFINITELY BE NEEDED FOR A BACKUP PROBLEM AND MARIGOLD GLOVES. if clear problem is between the bowl and the manhole, could rod the using a big plunger, or the bowl needs to be took out and rodded through to the MANHOLE
If a backup problem you need to rod from the manhole to the main sewer.If possible FIRST check ALL the manholes on the run to the sewer.
