The water comes up to the water line,but when you push the handle down only a trickle of water is flushed. Can anyone please advise on how to repair

sounds like your diaphragm has gone. this normaly is just a thick piece of plastic that moves up displacing the water as you push the lever. on newer flush systems you can remove the centre unit to replace the diaphragm on older ones you may have to remove the whole thing to do it
