How do I adjust the stitch width dial on my Empisal Companion De Lux 400 Overlocker?

Its not on the dial... Its at the bottom : to adjust the overlocking stitch width. there is a little wheel when u open the front cover, but it doesnt turn. I'm not sure if I'm making sense?
