Blown IC on TV - is it fixable?

I have a LCD TV (Digihome 32724HD) which all of a sudden will not turn on. After oepning it up, on one of the circuit boards i have found a blown fuse T2.5AL250V, which is easy enough to replace, but also on the same board is a blown part (small black rectangle with 8 silver connectors coming out the side (4 each side) - looks like a spider) On the circuit board is printed IC806, on the part that is left is a little bit of the serial number which looks like....

That seems to be the middle chunk of the part, the two ends have blown off.

Can anyone advise what this IC part is? is it replaceable? i can provide photo's and any more info if someone needs it.
